I also had the idea to trigger on different keywords, to get an better
routing and skip the manual choice for a matching category by the users.
But if we ignore the technical challenge of natural language
processing, this approach is (for our org) a dead end. Our gov is just
offering a pretty limited set of services and esp. we don't want a
'misc' category, because we can't promise citizens that we can deal with
every kind of (personal) problem via Open311 / our klarschiff app.
So yes, a nice idea, but IMHO it needs to be addressed from frontend
towards backend and the service providers and organizations itself. :-/

We have a lot of services in Open311 and some of them are frequently
misused by the submitter.
Could we leverage the AI services in our Open311 systems to perform
quality checks on submitted requests prior to routing?
