I am working in Finnish Environment Institute (SYKE) with Open311 based
technology for gathering citizen observations of nature and the state of
environment, and crowdsourcing open data environment.
We extended Open311 original specifications a bit, for example to add <locale>
support to facilitate multiple languages and instructions for observers. The
idea would be to gather structured data observations. To facilitate this, we
created an interface service editor for defining these question sets with
questions, helps and available options. Now there are plenty of services
(mostly in Finnish, at this stage)
