There weren't too many people who joined this call in April so we kept it
pretty short, but there was still a lot of relevant activity and
conversations throughout the month which I'll try to summarize. If you'd
like to discuss a specific update mentioned here in more detail, I'd
suggest creating a new discussion with an appropriate subject line to keep
it on topic.
- Andy Maimoni suggested he might discuss Open311 at the 311 Synergy Group
conference
<http://www.csweek.org/web/311/Agenda/311/Agenda.aspx?hkey=a3b676fb-003f-4895-a665-7578bb9317bb>
which was at the end of April.
- MySociety held a workshop
<https://www.eventbrite.co.uk/e/open-standards-in-local-government-workshop-registration-23901644462>
which apparently had a heavy focus on Open311, but I've yet to hear how it
went.
- I spent a little time discussing the new portfolio that I'm overseeing at
the GSA called the Data Services Portfolio. This is a portfolio of programs
that includes Data.gov, the Digital Analytics Program, and some new pilots
around feedback analytics for customer experience including Feedback USA.
The portfolio is really the intersection of open data, performance
management, and customer experience analytics - much like Open311. In the
near future, we'll be talking more about the role of this portfolio and how
it fits in within the new organization which was just announced last week,
the Technology Transformation Service
<http://www.gsa.gov/portal/category/25729>
- Coincidentally, the same day we held a workshop to help orient the future
of this new Data Services Portfolio, Ben Berkowitz wrote a blog post
<https://medium.com/fixer-stories/the-federal-open-data-movement-is-in-need-of-a-second-act-fd6175c6ba97#.jthlb11ye>
making the case that data for improving the delivery of services, such as
Open311, should be a focus for the future of federal open data efforts
<https://medium.com/fixer-stories/the-federal-open-data-movement-is-in-need-of-a-second-act-fd6175c6ba97#.jthlb11ye>
- I mentioned that I'm working on a new project to help highlight and
coordinate federated data efforts in the U.S.. This will be used to catalog
efforts like Open311 as well as emerging data standards and give some
indication of their level of adoption while pointing interested parties
toward resources to get involved. This project will be used to track and
facilitate data federation efforts across U.S. Federal agencies as well as
cities and states in the U.S. and I hope it will also involve collaboration
with groups like the Municipal Data Network
<https://www.hks.harvard.edu/news-events/news/press-releases/ash-center-civic-analytics-network>
the Civic Analytics Network

Superpublic
<https://18f.gsa.gov/2016/05/11/tackling-challenges-facing-cities-in-collaboration-with-all-levels-of-government/>
GovEx <http://labs.centerforgov.org/civic-data-standards/> What Works
Cities <http://whatworkscities.bloomberg.org/> U.S. Open Data
<https://usopendata.org/dashboard/> and others.
- Peter Lunberg provided an update about the latest Open311 work developed
for the city of Helsinki, implemented by Vitaly Ivanov and his team. This
includes an open source Django based application as well as a new extension
<https://github.com/hep7agon/city-feedback-hub/wiki/Statistics-API> for the
GeoReport v2 API to display request and response statistics
- Link to new open311 application: feedback.hel.ninja
- Link to applications open311 API implementation (open source, DJANGO
REST Framework): https://github.com/hep7agon/city-feedback-hub
- Link to the wiki: https://github.com/hep7agon/city-feedback-hub/wiki
- Link to new extensions we implemented to get statistics (Statistics
API) (see feedback.hel.ninja Kartta and Tilastotiedot features):
https://github.com/hep7agon/city-feedback-hub/wiki/Statistics-API
- all licensed with MIT so feel free to use/share etc.
- I had a chance to catch up with Jean Paulo Gil Barroca from the World
Bank to hear about the great progress with Open311 in Mozambique and
elsewhere in Africa. I'll let Jean fill in the details, but a few
impressive things technically are the use of Open311 with feature phones
through an USSD
<https://en.wikipedia.org/wiki/Unstructured_Supplementary_Service_Data>
service as well as some work with VOIP integration. The website for the
service in Maputo, Mozambique is http://mopa.co.mz/
- Andrew Nicklin from GovEx has been doing some research on the needs of a
bulk data standard to go along with Open311. Andrew should follow-up with
more details and we'll discuss whether we should apply his work toward the
direction I'd started on a Tabular Data Package implementation of the
GeoReport schema
