    Ben,

Currently there isn't a public list of subscribers, but we can change
that in the future if it's what people want. Are you just interested in
seeing who's subscribed or would you like to be able to email specific
    subscribers off-list?

In the interest of transparency and neutrality it is important to
SeeClickFix that the list be open to the group as well as the Open Planning
      Project.

If the list can not be opened up at this point I suggest that it be managed
by a group with no interest in developing a product around the API.

Apologies for being persistent on this topic but I do believe a neutral and
open foundation is crucial to developing this standard.

Yes, open participation and transparency are crucial.

The page with mailing list members actually is public, but it's not
linked from anywhere. For now, you can go to it directly:
        http://lists.open311.org/discuss/manage_membership

Currently this list doesn't indicate if a person is subscribed or not,
just that their address has been confirmed which means that they can
post to the list (even if they're not subscribed). Email addresses are
obfuscated everywhere on the site, but if anyone feels that more
protection of email addresses is necessary, just speak up. Let's do our
best to make sure this list works for everyone.

        Thanks,
        Phil
